Hi all, 
Looking for some guidance.
My husband and I are British nationals living and working in Qatar. 
We are looking to adopt a girl of Arab origins. 
We have 2 problems.
1) Our local authority in the uk won't consider us for uk adoption or inter country adoption on the basis we are expats living abroad. As they say they cannot undertake the assessments uk law requires without us being available for min 8 months. We have also been warned that if we adopt outside of the uk then in absence of these assessments we may has issues bringing the adopted child back/getting passport. 
2) Adopting an Arab child also seems to be an issue in its own right. Due to the recent civil unrest across the middle east we thought this would be a great idea but it seems Islamic law isn't in favour of adoption (due to linage).
Would love advice, guidance or anything which will allow us to move forward.
